The Renewable Energy Directive (REDIII) aims to promote energy from renewable sources by creating a favourable regulatory and investment framework that helps accelerate emissions reduction and reduce reliance on fossil fuels. It specifically mandates the use of renewable fuels of non-biological origin (RFNBO) in transport and industry.  

In the transport sector, RED III saw the increase of the overall target for renewables from 14% to 29% in energy terms, more than doubling the ambition from the 2018 RED (RED II). It adopted a parallel alternative target with a reduction in the carbon intensity of 14.5% of transport fuels. In addition to this, a 5.5% combined target for advanced biofuels and RFNBOs (with double counting) has been introduced. Out of this target at least 1% needs to be supplied by RFNBOs (e-fuels and renewable hydrogen). 

When it comes to the implementation of the transport target, even though Member States have something to build upon (already existing mechanisms for REDII implementation) most are still set to be late with the implementation. 

Member States had until 21 May 2025 to transpose the directive into national law. Many Member States are still struggling with finding the right formula for transposition. Specifically, for the RFNBO target in transport, this is mainly related to two aspects: the choice of so-called “refinery route”1 as main compliance method, as well as complicated interactions between the REDIII transport targets and other pieces of EU legislation such as the Refuel Aviation and the FuelEU Maritime setting specific targets for RFNBOs as well. Other elements need to be looked at too, such as the level of multipliers, sub-targets, penalties to fuel suppliers for non-compliance, targets beyond 2030, and the interaction with other renewable fuels within their national transport markets.  

In this session, we brought together renowned experts and decision-makers from the European institutions, national authorities in charge of implementation, as well as representatives from the most impacted companies, to have a constructive and stimulating discussion on the potential options countries had on the table and the factors that should have been taken into account when designing national implementation mechanisms. We also explored which best practices were to be promoted and which pitfalls were to be avoided.
