Strengthening the Leadership for European Electrolyser Manufacturing

Europe stands at the forefront of the hydrogen-powered economy revolution, pioneered by landmark initiatives such as the Hydrogen Strategy of 2019 and the Green Deal. Today, the continent is set to further solidify its position with ambitious REPowerEU targets, aiming to produce a minimum of 10 million tons of renewable hydrogen by 2030. At the heart of these aspirations lies a crucial element: electrolysers—the one clean technology tasked with scaling up renewable hydrogen production to meet expected demand across all sectors of our economy. 

With a rich history dating back to the early 19th century, Europe boasts world-leading expertise and technology in electrolyser manufacturing. Yet, amidst significant geopolitical shifts and economic uncertainties, the global competition for clean technology supremacy intensifies. European electrolysers face stiff competition for leadership, particularly in light of China's expanding presence across various clean tech sectors and the enactment of the US Inflation Reduction Act. 

In response to these challenges, it is imperative to catalyse the development of a robust Industrial Policy in the upcoming legislative term, which considers greener footprints, respect of EU safety, durability and labour principles of European technologies, especially electrolysers. Europe's collective efforts are vital to safeguard its industrial strength and competitiveness, preventing further deindustrialisation and supply chain vulnerabilities, while fostering positive externalities for businesses and employment. 

During this H2Talk, we delved into the multifaceted challenges hindering the scaling up of Europe's electrolyser industry. From navigating the economic landscapes post-Russia's invasion of Ukraine to addressing technological limitations and supply chain risks, we explored strategies to ensure Europe's continued leadership in the global clean technology arena.
