18 May 202621 companies, associations, and institutions active in the aviation, renewable fuels, and civil society sectors in Spain have co‑signed a letter to the Spanish government, calling on it to turn its membership in the eSAF Early Movers Coalition into a concrete financial commitment before the next Council meeting of Transport Ministers on 8 June. The letter, sent to the Ministries of Transport, Ecological Transition, and Industry, urges the Spanish government to actively contribute to the Coalition and to explore the use of funds from the Recovery and Resilience Facility, as well as revenues from the Emissions Trading System for the aviation sector, to fund double‑sided auctions for eSAF.
This letter, coordinated by Transport & Environment Spain and supported by Hydrogen Europe, follows the launch of the eSAF Early Movers Coalition in December 2025. The Coalition was established as part of the European Commission’s Sustainable Transport Investment Plan (STIP). Within this framework, Austria, Finland, France, Germany, Luxembourg, the Netherlands, Portugal, and Spain have committed to supporting the scale‑up of eSAF production and to financially contributing to the organisation of double‑sided auctions. The Commissioner for Sustainable Transport and Tourism, Apostolos Tzitzikostas, announced on 5 May during a hearing of the European Parliament’s TRAN Committee that additional Member States have expressed interest in joining the Coalition. Sweden has since confirmed its participation in a press release.
The double‑sided auction mechanism, through an intermediary, connects fuel producers and buyers to provide revenue certainty and de‑risk investments. This approach helps decarbonise the aviation sector, reduce reliance on fossil fuel imports, and improve energy self‑sufficiency and security for both civil and military uses. It also supports the development of an innovative and competitive new industry that can boost European jobs and economic growth.
