31 January 2025The Electrolyser Partnership, launched in 2022 under the European Clean Hydrogen Alliance umbrella and coordinated by Hydrogen Europe and DG GROW, has published a paper detailing its views for the Clean Industrial Deal—the EU’s new framework to relaunch industrial policy while meeting Europe’s ambitious climate goals.
Clean hydrogen will be a cornerstone of Europe’s industrial revamp, offering a pathway to both decarbonisation and economic growth. Scaling up hydrogen production and its derivatives like steel, fertilisers and e-fuels can reinforce Europe’s supply chains, drive demand for domestic molecules and technologies, spur innovation, whilst support job creation and economic growth.
However, barriers to uptake still need to be removed: regulatory ambiguity, delays in the national implementation of targets, high electricity prices, slow development of hydrogen infrastructure, and uneven international level playing field.
The Electrolyser Partnership calls on policymakers to:
- Generate clear and additional demand for hydrogen and green products
- Simplify hydrogen legislation, make it coherent and strengthen enforcement of existing regulations
- Boost resilience and create a fair, competitive and reciprocal level playing field for electrolysers and clean hydrogen products
- Improve funding support and provide clarity on existing EU funding mechanisms to derisk the ecosystem
The Electrolyser Partnership invites Executive Vice Presidents Séjourné and Ribera to ensure that the Clean Industrial Deal delivers the right tools to unlock Europe’s hydrogen leadership, enabling its electrolyser ecosystem to create a competitive, resilient and decarbonised European industry.
